And we report so many hate posts. But, LI never takes action. Any hate post on Indian government is never taken down. Apart from clicking options, LI does not allow us to explain ( human readable format) as to why we are reporting! In Linkedin, whatever we report are automatically ‘solved’ by BOTs simply saying that ‘It does not go against the community rules! So Linkedin can say 100% are automatically by users themselves !!! Transparency in Jammu and Kashmir After the Abrogation of Article 370: The Challenge of Filing RTI Applications The abrogation of Article 370 in August 2019 marked a significant constitutional shift for Jammu and Kashmir (J&K), bringing the region under the full purview of the Indian Constitution. Among the many legal changes that followed, the **Jammu and Kashmir Right to Information (RTI) Act, 2009** was replaced by the **Central RTI Act, 2005**. ### RTI Act and Transparency In Jammu and Kashmir, the pre-2019 **J&K RTI Act** was a relatively progressive law that empowered local citizens to seek information from the state government. However, after the abrogation of Article 370, this Act was repealed, and the **Central RTI Act** was introduced. While the Central RTI Act is more expansive and allows citizens to seek information from both state and central government departments, its implementation in J&K has been marred by logistical and administrative hurdles, particularly when it comes to filing RTI applications. ### Lack of Online Filing System One of the major concerns post-abrogation is the **lack of an online RTI filing system** for J&K. In most Indian states and union territories, citizens can easily file RTI applications online, either through state-specific portals or the **Central RTI Portal** (https://rtionline.gov.in/). However, this facility has not been extended to Jammu and Kashmir for state-related matters, forcing residents to rely on outdated and cumbersome methods such as physical submission of applications or postal services. This absence of an online filing mechanism severely limits the ease with which citizens can seek information, especially in a region that has seen frequent internet shutdowns, political instability, and restricted mobility. In an era of digital governance, the lack of such an essential facility not only adds to administrative delays but also deters many from filing RTI applications in the first place. This has resulted in a **perceived lack of transparency** in the functioning of public authorities in Jammu and Kashmir, as the process of accessing information becomes difficult and time-consuming. ### Impact on Transparency The inability to file RTI applications online in J&K raises several critical issues about transparency in governance. Before the abrogation of Article 370, the **J&K State Information Commission (SIC)** was a local body that provided relatively quicker responses to information requests. However, with its dissolution and the transfer of responsibility to the **Central Information Commission (CIC)**, the process has become centralized, and citizens now have to wait longer for responses. ITR portal seems to have some design issues which surface up in high load. There are ~90M tax payers in India. Few design improvements could be made to serve each tax-payer without any technical issue. - Since each user’s data is unique, sharding of Database is needed. - Plus, to get the most optimal network route, choose the data centre nearest to 3 recently/frequently logged-in geo-locations of the user. - Load balancing and choosing the best possible DC is important. - Hash the PAN and route it to a right shard in the DC. - Each DC to have capacity based on the load it needs to deal with. If possible, auto scaling. - Since this is a long-living session scenario, number of concurrent requests to a server must not exceed too much than the number of logical cores. Threads must be saved as much as possible. Whenever load is experienced, the autoscaling must trigger and spin up a new machine under the SLB. - If auto-scaling is not an option, the decision on capacity must be taken based on historical data. - Database instances must be kept small as much as possible. - Cron job to backup the data periodically. - UI- it must be tested thoroughly in three browsers at least - Edge, Chrome, Safari. #itr #incometaxindia #ITRportalSluggishness #design

Any Aadhar experts here with a solution? I read somewhere that the AUA licence costs for 2 years are as below: Rs 5 lak for 5 lak transactions per year ( minimum seems to be Rs 5 laks) Rs 10 Lak for 5-10 lak transactions per year Rs 20 lak for above 20 lak transactions per year Even Sub AUA costs Rs 3 laks per year. If an University wants Aadhar verification for say 5-10K people ( students/staff), it is not viable to go for AUA. Is there any other way to get KYC with fingerprint / facial recognition / iris as input to Aadhar. OTP to Phone is not acceptable. Wish there is some retailer - like some agency from state /IT department etc.

"Critical systems of most banks are not in cloud....Overall, the Indian financial sector in the Reserve Bank’s domain remains insulated from the global outage." Does anybody know how LLM's like GPT internally support function calling? Response time of LLM's largely depend on number of output tokens. Cutting down output tokens by half can result in more than 40% reduction in response time. Structuring data in json format should increase the token count right (1.5x)? Hence should increase response time significantly? But I tested function call with JSON schema vs simple csv format output. To my surprise, response time is almost the same. I tested this with 60 requests with varing response lengths. Consider following json format { "name":"Abhishek","Gender":"Male"} requires more tokens compared to Abhishek,Male But responese time even for large response bodies is almost same. Does anybody know why?

We need real representative over nominal representative. Election Commission of India should update rules, regulations and code of conducts so that a better leader can come out for saving democracy. Real representative should be filtered and privileged. Nominal representative should have strong obligation. I think ECI should have implemented new rules and regulations for Candidates: 1.
